The Senior Housing Program is designed for adults age 62+. The developments offer residents a sense of community while they enjoy their golden years.
The Dakota County CDA created the Senior Housing Program in 1988 to provide affordable rental housing to Dakota County’s growing and active senior population. Since then, the CDA has developed senior housing developments in the 11 major cities in Dakota County.
Preference is given to applicants who live, work or have immediate family (mother, father, son, daughter, brother or sister) residing in Dakota County or to households that do not have a permanent address in Dakota County, but receive benefits from Dakota County Employment & Economic Assistance (such as DWP, GA, MFIP, MSA, and SNAP).

Applications are currently accepted online. Interested seniors can apply using any device with internet access.

Households must be below the following income limits (As of April 2025):

Rent is 30% - 32% of your annual income.
1BR: $522 - $935
2BR: $772 - $1,183
Fixed amount for all residents regardless of income.
One-Bedroom: $792
Two-Bedroom: $970
Residents are responsible for electricity. Security deposits: $600 (1BR) / $850 (2BR).

Application is processed and you are placed on the waiting lists.
As you approach the top of the list, we verify eligibility (income, credit, background).
Upon approval, you select up to 4 buildings you'd like to reside at.
